       Joseph S. Kaufman (1930-2009) was admitted to the Maryland Bar in 1953 and practiced in a variety of positions, including as Assistant and then Deputy Attorney General of Maryland under Attorneys General Sybert and Finan. Mr. Kaufman concentrated as a civil lawyer in trial, appellate, and administrative settings in such areas as civil rights, representation of pharmacists before the Maryland State Board of Pharmacy and protection of their rights from pharmaceutical companies, and tax assessment appeals. His more recent cases, some of which were joint efforts with Mr. Schulman, include: County Com’rs of Carroll County v. Carroll Craft Retail, Inc. (affirming circuit court judgment on constitutional grounds in favor of adult bookstore because county failed to timely appeal); Murrell v. Mayor & City Council of Baltimore (remanding because Baltimore City Housing and Community Development (HCD) failed to follow statutory procedures before razing client’s buildings); and, Spencer v. Maryland State Board of Pharmacy (challenge to Board’s finding that pharmacist practiced without a license). In addition to countless arguments before the Courts of Appeal of Maryland, Mr. Kaufman argued before the Supreme Court of the United States four times.
